The project was the following: seven academics from seven European countries came together, under the auspices of the European Trade Union Institute, to draw up this Manifesto for a Social Europe.  Perceiving that the process of European integration had run into a cul-de-sac, they were critical of what they perceive as an exclusive focus on economics, to the detriment of social and political foundations and consequences.

In its ten chapters the Manifesto outlines a social scaffolding for Europe which is regarded as a prerequisite not just for the social wellbeing of Europe’s citizens and the cohesion and productivity of society as a whole but ultimately also for economic performance in the long term.
