Andrew Watt, born 1963 in the UK, first degree in languages and economics, Surrey University, Political science studies, Free University of Berlin, MA in Advanced European Studies from the University of Basle, Switzerland. At the ETUI since August 2000, initially researcher and managing editor of ETUI Quarterly TRANSFER; since 2002 senior researcher in employment policy. 1990-2000 freelance collaboration with German Institute of Economic Research (DIW), Social Science Center Berlin (WZB) and other research institutes.

Macroeconomic dialogue and economic policy co-ordination in EMU
This ongoing project is an 'umbrella' for the diverse work of the Institute in the area of economic policy coordination and the Macroeconomic Dialogue.
European Employment Policy
This ongoing project, which provides the framework for the ETUI-REHS's work on employment, will continue to monitor the development of the European Employment Strategy (EES), and follow selected developments in labour markets and labour market policy throughout Europe.
Macroeconomic Framework for Sustainable Employment Growth in the Acceeding Countries
The major goal of the European Employment Pact is to diminish unemployment in a sustainable way and to develop a suitable policy mix through macro-economic dialogue. This presumes the co-ordination of fiscal and monetary policies, wage development processes under the framework of price stability with an overall aim to facilitate employment growth.
This proved to be a very ambitious target even for the present member states.
Monitoring the European Employment Strategy
This ongoing project, which provides the framework for the ETUI's work on employment, will continue to monitor the development of the European Employment Strategy (EES), and in particular the involvement in it - and assessment of it - by trade unions. The purpose is two-fold: to contribute to the debate on employment policies among researchers; and to support the ETUC in the European-level policy debate. The project makes use of networks, bringing together external researchers and trade union experts, which will continue to be a central instrument for cooperation.
Does GATS pose a challenge for the European Social Model?
GATS proponents in the EU claim that liberalization of trade in services is crucial for the economic growth and employment. On the contrary, critics of the Agreement, including trade unions at European and national level, argue that GATS is more a risk than an opportunity, in particular with respect to the regulatory capacity of governments (and social partners), access to public and other services, jobs, pay and working conditions in the EU.
Relocation (of enterprises) in the context of an enlarged EU
Relocation of enterprises from the West to the East of Europe is in the centre of current debates, on political level, in the media, in trade union circles and among researchers. The debates are often loaded with emotions and biased on basis of local and actual conflicts of interests.
State of Working Europe
Last year saw the first publication of the State of Working Europe, produced in cooperation with two external co-authors (John Morley and Terry Ward). As it has been favourably received, it is agreed that SoWE should become an annual publication that combines rigorous data-based analysis and a normative perspective focussing on the needs and interests of working people. In the light of possible overlaps (and even confusion) with Benchmarking Working Europe, it has been decided to bring out the book for 1 May each year (and not for the Spring Summit as last year).
The implications of the growth in China and India for EU labour markets
Scarcely a day passes without media reports on the phenomenal growth of the Chinese and Indian economies. In Europe, rather than being seen as a welcome development, this is often seen in terms of a threat for a number of reasons:

In order to support the work of the ETUI-REHS in its efforts to develop policy recommendations and offer advice to the European trade unions on issues of economic and employment policy, in 2003 the Institute set up a team of leading experts in this field. Eleven persons agreed to join the group.

Delivering the Lisbon goals: The role of macroeconomic policy
What role should macroeconomic policy play in achieving the economic and employment goals that the European Union set itself at the Lisbon Council in 2000? The conventional wisdom is that macroeconomic policy must be solely oriented towards ensuring price stability, and that the goal of ?more and better jobs? simply requires ?more and more structural reforms?. The contributions to this book are varied, but they are united in rejecting this view.

The State of Working Europe 2004
There are many excellent reports produced by international, European and national bodies and agencies concerning developments in the European economy, jobs, working conditions, living standards, pensions, and so on. But they rarely bring out the interconnections between these issues, or address them in the round. Nor do they take the perspective of ordinary working people in different parts of Europe.
