"Delocalisation"
Delocalisation' is in the centre of current debates, on political level, in the media, in trade union circles and among researchers. The debates are often loaded with emotions and biased on basis of local and actual conflicts of interests.
Description
Aim of the project:
It is time to make an attempt for a systematic overview and evaluation of current processes and finally conclude some policy recommendations.
We would like to concentrate on the new member states in this project, as the European context makes this a distinctive issue.
Content:
Major trends, patterns and quality shifts of foregn direct investment towards CEEC-s will be identified in regard to the period of the last ten years.
An overview of current trends of FDI to NMS-s after enlargement will also be monitored /has FDI been slowed down or gained new momentum after enlargement, are there changing patterns to be observed?/What are the major patterns in terms of share of labour between East and West?
Is an upgrading towards technology and knowledge based products to be detected?
What are the major criteria of investors at investment decisions?
What is the strategy of the NMS-s in attracting FDI /low road vs. high road approaches/?
What are the major impacts on the old and the new MS-s in the new context ? /worplaces, transformation of industrial co-operations, labour relations/
How can different forms of FDI be classified? Can we identify patterns according to their positive or negative impacts, those that benefit the future of Europe and those that are detrimental. /It is clear the some patterns are having negative impacts on certain countries, while positive impacts to others - The real question is, if there are certain capital moves identifyable that are not acceptable from point of view of European values. It is also worth examining, what are the conditions of a win-win scenario.../
Methodology:
first an overview of facts and figures based on Deutsche Bank and WIIW figures and studies. An outside expert study will be prepared.
Literature review on different views on 'delocalisation'.
We have no means of having genuine case studies on company level.
Company cases can however picked up from other studies, reports targeting special features.
The role of TU-s in West and East will also be examined – is there a cooperation or confrontation?
A working paper will be drafted as an input for the workshop.
1 workshop with the participation of ca. 25 people, researchers and trade unionists will be held in the autumn of 2005 in ITUH premisen in Brussels.
The working paper will be finalised and extended with considerations oo potential trade union strategies to cope with the situation.
How to handle the arising conflicts among employees in the East and the West? What could be an approach of trade unions from an European perspective?
